so after talking with lots of people in the surrounding pueblitos, it turns out that locals get fined if they enter without paying the 40cordobas entry fee...meanwhile sr. molina is illegally bottling water from the cascada...the place was a mess and i found this empty plastic bottle at the base of the waterfall...
